The Phelps-Clifton Springs Central School District Board of Education re-elected Tracy Altman as President and elected Nicholas Hargarther as Vice President during the Board’s annual re-organizational meeting in July. Both were sworn in during the meeting.

Altman, a lifelong member of the school community, continues in her position as president; her term expires in 2027. Hargarther joined the board as an elected member in the 2025 elections. His term expires in 2028; this is his first stint as Vice President, taking over those duties from Deb Galliher. Galliher earned re-election in the May 2026 voting cycle, and her term ends in 2029.

Zoey Overslaugh was sworn in as the 2026-27 Student Ex-Officio representative. She was elected by the student body. A junior in Midlakes' Class of 2028, she is seated for a term expiring in 2027. She is a three-sport varsity athlete; Overslaugh is also involved in the high school band and is active in her class and secondary school government activities. 

The Board of Education is made up of seven volunteers elected to serve a three-year term. The Board’s powers and duties are derived from the New York State Constitution, the laws of New York State and the rulings of the New York State Commissioner of Education. The Board of Education’s primary responsibilities are:

• Establish district policies
• Develop an annual budget for public approval.
• Vote on the Superintendent’s recommendations on personnel matters and contracts.
• Review courses of study and textbooks.
• Act as a communication link between residents and the Superintendent.
• Hire and employ a Superintendent, who is responsible for the day-to-day operations of the District and administration of Board policies.
