Voters Approve Several Measures, Elect Board Members
MAY 17, 2022 — Voters in the Phelps-Clifton Springs Central School District (Midlakes schools) approved the 2022-2023 budget along with several other propositions on this year’s ballot.
The $40,636,321 budget proposal, which represented a 6.07% spending increase over the 2021-2022 budget, was approved by a vote of 387-109 (78% approval). The budget calls for a 2% tax levy increase, which is below the district’s 4.03% limit for the upcoming year based on the state’s tax-cap formula and well below the current rate of inflation.
Other measures voted on by District residents include:
PROPOSITION NO. 2: SCHOOL BUS PURCHASE
Approved (427-70, 86% approval)
To authorize the Board of Education to spend up to $684,304 for the purchase of school buses, to be paid from the Bus Purchase Reserve.
PROPOSITION NO. 3: FUNDING OF COMMUNITY LIBRARIES
Approved (382-113, 77% approval)
A measure separate from the District budget authorizing the amount of $87,000 to support both the Clifton Springs Library and the Phelps Community Memorial Library.
BOARD OF EDUCATION (two to three-year terms; one to a partial term)
- Lindsay Marino: 356 (Full term, takes effect July 1)
- Michael Dorr: 343 (Full term, takes effect July 1)
- Jamie McCarrick: 311 (Partial term, takes effect May 18)
- Lynn Lebrecht: 276
During its April 18 meeting, the Board of Education adopted an approximately $40.6 million budget for the 2022-2023 school year that will be presented for a vote on Tuesday, May 17. The proposal calls for a 2% tax levy increase, which is less than one-third the annualized rate of inflation and well below the District’s tax cap limit.
Also, voters will be asked to elect three candidates to the Board of Education. The two highest vote-getters will be elected to three-year terms starting on July 1. The third-highest vote-getter will be elected to a 13-month, 13-day term beginning May 17.
A proposition to purchase six new buses and separate funding measures for the Clifton Springs Library and Phelps Community Memorial Library will be on the ballot. The District hosts the vote for the libraries, but the actual funding does not impact school taxes.

District residents qualify to participate in the Phelps-Clifton Springs Central School District vote, according to state law, provided they are:
- A U.S. Citizen
- At least 18 years old
- A district resident for at least 30 days
*There are no property requirements to vote.
» IN-PERSON VOTING: Noon to 9 p.m., Tuesday May 17, Midlakes Middle School Gymnasium, 1550 Route 488.
» ABSENTEE BALLOTS: Qualified voters of the District may obtain applications for an absentee ballot from the office of the District Clerk. Completed applications must be received by the District Clerk no later than 4 p.m. on May 16, 2022, and must be received no later than 4 p.m. on May 10. if the absentee ballot is to be mailed to the voter. Completed applications received after 4 p.m. on May 10 will require the voter to personally appear at the office of the District Clerk to receive an absentee ballot.
» MILITARY BALLOTS: Military ballots may be applied for by qualified voters by requesting an application from the District Clerk at (315) 548-6420 or email@example.com. Completed applications for military ballots must be received by the District Clerk no later than 5 p.m. on April 22, 2022. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
