Midlakes Voters Approve Several Measures

  • Voters in the Phelps-Clifton Springs Central School District approved the 2020-2021 budget along with several other propositions on this year’s ballot.

    The $37,488,003 budget proposal, which represented a 3.29% spending increase over the 2019-2020 budget, was approved by a vote of 1,292 to 482 (72.8% approval). The budget calls for a 2.75 tax rate increase, which is below the district’s 4.03% limit for the upcoming year based on the state’s tax-cap formula.

    The District’s budget maintains programs, adjusts the elementary school schedule to better address learning gaps, funds a growing need in the English as a New Language program and reduces staffing through attrition.

    Overall, 1,780 voters cast a ballot. Other measures voted on by district residents include:

    PROPOSITION NO. 2: Create Capital Reserve Fund
    Approved (1,378-385, 72.8% approval)
    The proposition creates the 2020 Capital Reserve Fund to pay for renovations, additions and improvements to District facilities. It will be funded in an amount not to exceed $4 million from any year-end surplus funds, state aid reimbursements and other appropriations.

    Approved (1,393-379, 78.6% approval)
    Authorizes the Board of Education to spend up to $329,139 for the purchases of school buses to be paid from a Bus Purchase Reserve Fund.

    Approved (1,304-464, 73.7% approval)
    A separate measure from the District budget authorizing the amount of $84,000 in spending to support the Clifton Springs Library and the Phelps Com­munity Memorial Library.

    Watch: 2020 Absentee Ballot Count

    The District’s annual vote and Board of Education election has been rescheduled per Executive Order 202.26. All voting will take place via absentee ballot. 

    Voters may mail the ballot to the District Clerk at 1490 State Route 488, Clifton Springs, NY 14432 (allow extra time for delivery), or place in the lockbox at Entrance C of Midlakes Elementary School.

  • Budget Development Calendar 

    The development of the 2020-2021 budget will follow a process similar to that of recent years.     Voter Eligibility

    District residents qualify to participate in the Phelps-Clifton Springs Central School District vote, according to state law, provided they are:

    • A U.S. Citizen
    • At least 18 years old
    • A district resident for at least 30 days

    *There are no property requirements to vote.
