Special Note: State Withholding 20% of Aid Payments

The state Division of Budget (DOB) and State Education Department (SED) have been withholding 20 percent of state aid payments to school districts, including the Phelps-Clifton Springs Central School District, due to decreased revenues received by the state under the COVID-19 pandemic.

While not an actual cut at this time, the withholding may become a permanent reduction if the federal government does not provide sufficient and additional stimulus to the schools.

During a special Board of Education meeting on Sept. 14, district leadership advised that continued aid cuts would amount to an annualized reduction of approximately $4.25 million. The District would be required to enact budget reductions, if state aid payments aren’t fully restored and cuts were to continue.

The Phelps-Clifton Springs Board of Education urges the community as well as state and federal leaders to support fully funding school districts as they face increased costs associated with the safe reopening of school. Any withholding or reduction in school funding would negatively impact the District’s financial health and its ability to meet student needs.

The District implores New York’s congressional delegation and other legislative leaders on the dire need to fully restore school funding and its significant impact on providing a robust education for all students in the safest possible environment.
